HAGBERG Begins Development of New Rental Housing Village “Ozolkalni” in Mārupe

Latvian real estate development, construction, and property management company HAGBERG has launched a new rental housing village project called “Ozolkalni” in Mārupe, one of the most sought-after areas near Riga. The project, with an investment of over EUR 5 million, will include the construction of 13 houses comprising 52 apartments over a total area of 2,360 m², aiming to meet the demand for professionally managed, sustainable housing in the Riga metropolitan area with access to nature and recreational amenities. Construction began in June 2025, with the village scheduled for completion in the first half of 2026.

“Ozolkalni” is a continuation of HAGBERG’s first residential rental village “Dzilnupes” in Dzilnuciems, also in the Mārupe municipality, which was developed as a pilot project and demonstrated the potential of the long-term rental segment in the greater Riga region. The “Ozolkalni” site is closer to the Riga border, offering residents not only proximity to nature but also a convenient connection to the city’s infrastructure. The unique location allows HAGBERG to develop diverse living solutions for different target groups and client needs while maintaining a foundation of quality and sustainability across all its projects.

“Ozolkalni” reflects HAGBERG’s philosophy — developing housing that combines closeness to nature with convenient access to urban infrastructure. The project will include a well-maintained village environment, walking trails, and community-oriented spaces that support an active and social lifestyle among tenants.

“The supply of quality rental housing, including in the Riga region, is still developing slowly,” says Ivars Lukaševičs, owner of HAGBERG.

“Tenants often face substandard living conditions at a high cost. Our goal is to offer professionally managed, energy-efficient, and sustainable homes for long-term living — in places where active and resilient communities are already forming.”

The development philosophy of “Ozolkalni” is based on three core principles: sustainable construction, functional space planning, and community spaces. It will be the first HAGBERG project built primarily from wood, reducing environmental impact and creating architecturally and ecologically balanced structures that integrate naturally into the Mārupe landscape. The project architect is Guntis Ziņģis, founder of GoodPattern and designer of HAGBERG’s earlier village “Dzilnupes.”

The project is currently in its initial construction phase, with the first apartments expected to be available for rent in the first half of 2026.

HAGBERG’s operational strategy is based on professional, full-cycle rental property management, including the upkeep of premises and territory, administration of property management services, quality communication with tenants, and infrastructure development. This approach is increasingly relevant in a market where rental services and quality often vary in the private landlord segment.

“The Latvian housing market still predominantly relies on ownership, which often involves shared ownership and compromises when making joint decisions with other owners,” says Ivars Lukaševičs.

“With the development of professional rental projects, we are seeing a shift — more people are choosing transparent, high-quality, and well-managed rental homes. This allows them to avoid the burden of ownership while maintaining quality of life and flexibility. In the coming years, we will move closer to the trend seen in other European countries — preferring high-quality rental housing.”
