Real estate development, construction and property management company HAGBERG will begin construction this summer on two residential building projects in Liepāja, on Debess Street. Total investments in the projects will reach EUR 25 million, providing for the construction of four energy-efficient residential buildings with 200 modern apartments. The projects will offer apartments both for purchase and for rent, including affordable rental housing.
The Debess Street development includes two conceptually different residential projects, which together will create a unified and contemporary living environment for Liepāja residents. At Debess Street 1, apartments will be available both for purchase and for rent. Meanwhile, at Debess Street 2 and 3, affordable rental homes will be built with ALTUM support. Both projects are planned to be commissioned in summer 2027.
At Debess Street 1, a six-storey building with a basement level will be constructed with 58 apartments, which will be available both for rent and for purchase. The building will include two- to four-room apartments ranging in size from 37 to 84 m², with a balcony or terrace planned for each apartment. In the basement level, individual storage rooms and shared bicycle storage areas will be built. The building’s architecture and finishing are planned with high-quality materials and expressive solutions that will give the Debess Street development a distinctive architectural character.
All apartments will be offered with full interior finishing, while rental apartments will additionally be equipped with a built-in kitchen and household appliances, as well as fully fitted bathrooms. Apartment pre-reservations for purchase will be opened in the near future, while rental opportunities will become available after the building is commissioned.

In parallel with the Debess Street 1 project, three residential buildings will be constructed with 140 affordable rental homes. Apartment sizes will range from 41 to 71 m², and they will be offered with full interior finishing, a built-in kitchen and a fitted bathroom. This project is implemented with ALTUM financing from the resources of the European Union Recovery and Resilience Facility*. The allocation process for these apartments will be organised by the Municipality of Liepāja, including the formation of waiting lists and the determination of priority resident groups in accordance with the procedures set by the Cabinet of Ministers.
The location near the sea and a pine forest is one of the project’s key advantages, combining access to the city’s infrastructure with the presence of nature in everyday life. The development area will include modern and thoughtfully planned infrastructure, including parking spaces with electric vehicle charging stations, bicycle parking, and a landscaped outdoor environment for residents’ leisure. In the green part of the area, recreation zones are planned, as well as pedestrian paths with benches and lighting, and children’s playgrounds, creating a safe and high-quality environment for everyday life.
* Funding is granted under the ALTUM programme “Loans for the construction of low-rent housing with a capital rebate”. The total cost of the project is EUR 16.7 million, of which EUR 12.4 million is covered by an ALTUM loan from the resources of the European Union Recovery and Resilience Facility, EUR 2.75 million is an ALTUM loan, and more than EUR 1.5 million is provided by HAGBERG co-financing.
